What is the material of the socks?

The material used is COOLPASS high performance moisture wicking material, very elastic, the same material performance as cool max, but more cost-effective, lightweight and more comfortable. Suitable for various sports occasions.

If these socks come to the ankle as advertised or if they are higher?

I would say they come about 2 to 3 inches above the bone in your ankle so they are fine to be worn with shorts. Also, they are really very very comfortable and they actually have left and right which are different from each other.

How well would these work for boots .are they thin or padded?

Medium padding, These are my favorite work boot socks. They’re padded and stay up very well. I plan to order some more.Just right for me, and the most comfortable socks I ever had.
